What will be asked on the special election ballot?

Voters will be posed seven questions in the official ballot of the April 9, City of Cabot Special Election on the Sales and Use Tax Refunding and Improvement Bonds.

Text of each question is the same on the absentee ballots, which will be paper optical-scan forms, and the electronic ballots for early and Election Day voting; electronic votes will have three screens. Text on each issue will be:

The bonds described below that are approved may be combined into a single issue or may be issued in series from time to time. If the bonds for one or more of the purposes are approved and one of such purposes is the Refunding Bonds, there will be levied a replacement 1% sales and use tax within the City, the net collections of which remaining after the State of Arkansas deducts its administrative charges and required rebates, will be used solely to retire the bonds and obligations of the City with respect thereto. The tax will replace the City’s existing 1% sales and use tax levied in 2005 for the sole purpose of retiring bonds. The effective date of the new tax will be the day following the date the existing tax expires. The rate of taxation will be 1% even if Bonds for purposes are approved. No bonds will be issued for any purpose unless the Refunding Bonds are also approved.

REFUNDING BONDS AND TAX

Vote FOR or AGAINST an issue of bonds of the City of Cabot in the maximum principal amount of $11,000,000 for the purpose of refunding all of the City’s outstanding Series 2005 Sales and Use Tax Refunding and Improvement Bond, and in order to pay the bonds, the levy and pledge of a new 1% local sales and use tax within the City.

PARKS AND RECREATION

PARKS AND RECREATION IMPROVEMENTS BONDS AND TAX

Vote FOR or AGAINST an issue of bonds of the City of Cabot in the maximum principal amount of $15,440,000 for the purpose of financing all or a portion of the costs of betterments and improvements to the City’s parks and recreation system, and, in order to pay the bonds, the levy and pledge of a new 1% local sales and use tax within the City.

NORTH TERMINAL INTERCHANGE

NORTH TERMINAL INTERCHANGE IMPROVEMENT BONDS AND TAX

Vote FOR or AGAINST an issue of bonds of the City of Cabot in the maximum principal amount of $10,890,000 for the purpose of financing all or a portion of the cost of constructing a North Terminal interchange and connector to the Union Pacific railroad overpass, and, in order to pay the bonds, the levy and pledge of a new 1% local sales and use tax within the City.

COMMUNITY CENTER

COMMUNITY CENTER IMPROVEMENT BONDS AND TAX

Vote FOR or AGAINST an issue of bonds of the City of Cabot in the maximum principal amount of $6,255,000 for the purpose of financing all or a portion of the costs of expanding and renovating the Community Center, and, in order to pay the bonds, the levy and pledge of a new 1% local sales and use tax within the City.

HIGHLAND DRAINAGE

HIGHLAND DRAINAGE IMPROVEMENT BONDS AND TAX

Vote FOR or AGAINST an issue of bonds of the City of Cabot in the maximum principal amount of $590,000 for the purpose of financing all or a portion of the costs of drainage improvements in Highland area of the City, and, in order to pay the bonds, the levy and pledge of a new 1% local sales and use tax within the City.

Vote FOR or AGAINST an issue of bonds of the City of Cabot in the maximum principal amount of $3,005,000 for the purpose of financing all or a portion of the costs of expanding and improving the library, and, in order to pay the bonds, the levy and pledge of a new 1% local sales and use tax within the City.

Vote FOR or AGAINST an issue of bonds of the City of Cabot in the maximum principal amount of $9,395,000 for the purpose of financing all or a portion of the costs of constructing the Wastewater Collection System Improvements, and, in order to pay the bonds, the levy and pledge of a new 1% local sales and use tax within the City.

Two summary screens follow the electronic ballot screens to review the vote on each issue and allow changes as needed. The final screen casts the ballot.

Early voting begins April 2 at the Cabot City Annex.

On Election Day, April 9, Cabot voters will be able to vote at any of the four polling sites.
