Results of the investigation of an October 2012 fatal car crash have led to a charge of negligent homicide against an England man. Prosecuting attorney Chuck Graham filed the charge March 29 in Lonoke County Circuit Court. He also filed a charge of endangering the welfare of minor.

The charges are against Tavoceya Harris, 19, of England, in the death of Paisley J. Palmer-Blanchard, 4. Palmer-Blanchard died in the Oct. 16. 2012 crash of the car driven by Harris, about two miles south of England.

In the affidavit, the investigating state trooper states that on his arrival at the crash scene, he was told by an England police officer that Palmer-Blanchard had been declared dead by Lonoke County deputy coroner James Pearson.

The trooper reported having asked Harris what caused the crash, and being told the car, a 2005 Chrysler Pacifica, had malfunctioned leading to losing control. Harris could not give details about the exact malfunction.

Witnesses described the vehicle as having been swerving and weaving on the roadway moments before the crash.

One witness said he had seen a cell phone in Harris’ hand when Harris was exiting the vehicle, calling for help.

The affidavit states witnesses said Harris’ vehicle had swerved to the right shoulder, returned to the roadway, and then again went to the shoulder leading to the loss of control.

The trooper noted when control was lost, the car crossed the centerline into the southbound lane, began yawing counter-clockwise and ran off the left side of the road into a ditch.

The car went airborne, landed on its right side and then flipped three times ejecting Palmer-Blanchard.

The trooper reported that Palmer-Blanchard was not in a child safety restraint, nor had a seatbelt been used, as mandated by state law.

The vehicle steering mechanism was inspected, nothing was found to show a malfunction.

A driver’s license check showed that Harris did not have a license.
